Moi!

100% landlord’s problem.
Depens when windows have been installed?
Landlord if it’s not the result of physical damage. Or possibly the manufacturer of the windows if they’re new enough.
We had a number of windows crack within a few years of replacing windows on our block of flats. All of them were replaced by the manufacturer.
Most likely housing company, (asuntoosakeyhtiö). You can check „vastuunjako taulukko“ or similiar from your landlord/company that rents the apartment.
Make a report and things start to happen.
First of all that is not tempered glass. If it were it would have shattered completely. Other have replied well to your question though.
There’s no way that’s tempered glass, right? Usually residential windows are annealed. Is it a full glass door? The way it’s cracking looks like sharp edges galore so I’d not assume it was tempered if I were you. Stay safe.
Was the curtain or blinds half closed?
Landlord is always ultimately responsible unless you intentionally cause damage. Most of them are either clueless or scammers so they may try to tell you otherwise, but stand your ground and get legal help if needed. Never pay them a cent without consulting a legal professional.
If you ask tenants, 95% of damage to an apartment happens through acts of god without any human involvement. Windows shatter on their own, walls develop holes etc
Obviously in this case the crack originates from under the cover strip and is the landlord’s responsibility.
innermost glass panel is yours. I had to pay 800e to replace living room window when it shattered in heatwave.
Really shouldn’t have tampered with that glass.. 🙄

Landlord’s problem
We had renters who broke a window and they told us that during a party when one of the guys in the bathroom shut the window the ghost that they determined who lives on that floor of the apartment shattered the window. So it was the ghost.
Our insurance covered it so I recommend you tell them it was a ghost (especially if you were having a 10 person druken 20-somethings party until 5am, as our renter was).
