Georgia’s hand was forced here, as the book you quote keeps reiterating throughout. The “West” (US and the EU) made a series of blunders which basically told Russians they won’t do anything upon the invasion. This was allowed because of an insane amount of appeasement, with that peace keeping force being the beginning. After Kosovo, Russia kept hinting at “revenge” and they tested how far they can go, they kept arming the separatists even though it was illegal, but nobody batted an eye.
Sure, you can officially state Georgia started the 2008 war but Russia was overwhelmingly prepared for it and expecting it, and also provoking them months prior. They created conditions which made the war highly likely. Besides, if it was just “oh Saakashvili attacked us”, why invading beyond what you claim to be independent territories?
