I have had fire safety training plenty of my life, and the trainer been a local retired firefighter. A discussion about a fire like this came up once, because in my city a warehouse of compressed paper bales ignited. They basically said that there is no point trying to put something like that out; but if you had to try; you’d just get a frontier and blast enough water at the root of the fire to basically push the fuel (burning material) inwards, because that cools, dilutes, and smothers the fire. And you can only move in at the speed that you can cool the structure enough to ensure it is under the self-ignition temperature of the potential fuel.
Basically my take away from all this was that „Ain’t fucking worth it… Contain and wait it to burn out. Everything was ruined already so it isn’t like you are saving anything. If the fire and heat didn’t ruin it, the water did.“
But the amount of potential fuel those warehouses were like… beyond comprehension. They probably had shelves 10 EPAL racks high; which probably were stacked to the typical 1,5 m height. Warehouses like that typically run at like 80 % capacity, with the 20 % cycling for in-and-out operations.
So basically you can assume that the whole warehouse was nearly full of cubic metre volume briquettes of cardboard, paper and plastic.
