Doubt that does much, since the fire does not have gaps, it’s a big “pile of fire”, evaporates the water, dries material by the time they fly back and continues burning.
There is a reason forest fires get stopped by cleaning vegetation and creating a buffer between materials that can burn.

Turns out Moscow had a hollowed out fire department not trained, equipped, or staffed well enough to deal with a basic warehouse fire.
