Curious who’s actually footing the bill for this. Syria’s still under sanctions and Iraq’s got its own budget headaches, so is some third party bankrolling the rebuild or what?
Who knows if this will ever get built. I guess it is to try calm the market. But this is a good 2-4 years of planning and construction to get ready. A lot can happen in that time.
