There’s not safety cameras. They are a privately owned subscription based public data collection service. Dave’s Garage has an interesting overview of them.
As to whether to whether law enforcement subscribes to their service and uses them for public safety is a different matter. Or what other paying parties using the collected data and triggered alerts for, can range from the public good to the nefarious.
