Tbf maybe he himself remained very calm as he ran out of gasoline.
So the economy in the whole region is either dead or dying then if fuel is only getting to state vehicles
Next step will be social breakdown and rising public disorder. And Vologda is far from the only region at or approaching this point.
That could be considered the beginning of the end for Putin’s Russia, a failure on the scale of 1991 except that this time Russia doesn’t have decades of supplies taken from Eastern Europe to fall back onto or geopolitical neighbours distracted by containing the fallout in Eastern Europe to hide behind.
Its the beginning of the end for national transport, lorries and trains won’t even be able to pass through these regions. Russia will economically break up as well as break down, its going to get real difficult to maintain central control. Even the internal army Russia has for suppressing riot / rebellion is based on the assumption of being able to supply, transport and control it, without that it could turn itself.
To be fair, had people listened and not panic bought fuel, they’d probably still have some.
