Sind diese freiwilligen Feuerwehrleute auf dem Weg zu einem Einsatz?

Yes, if the drivers hasn’t forget to put it away from the windshield. However the sign itself has no legal relevance.
Yep. Those signs may be put out for display if you respong to an emergency call your voluntary fire fighting station is responding and you come directly from your workplace. You most likely will still get a ticket, but you can argue that after the fact and/or get the station to pay the fine. You just have to document that you hat the sign displayed.
Yes. Official purpose is for parking in designated parking spots outside fire stations. Depending on the regions, volunteers drive to calls in their private cars, so inofficially it is also used to distinguish regular civilian cars from firefighter cars on the scene.
Contrary to popular belief, neither those signs nor the little ones you put on your car roof grant you any special rights in traffic. It’s only blue lights that do that.

Not legally binding in any way. Some of us sometimes go to a scene with their private cars (e.g. to reinforce the guys already there). We use these signs to let others know that this parked car belongs to a fire fighter, because it usually ends up being parked close to the scene and thus can end up being in the way at some point. Should it end up being in the way, having the owner at hand to just drive it somewhere else is extremely convenient.
I have a similar sign. I end up going places in my private car due to being part of the county’s disaster response forward control team, which means I don’t necessarily need protective gear but I need to be all over the county fast if need be.
EDIT: Also, I am not nearly important enough to have lights and a siren for my car (which can be a thing), so I just go there in a normal driving way.
