My takeaway, while not being an expert:
SIPRI doesn’t capture small stuff like rifles or small drones etc. Anything that is man portable is probably too small to appear in those stats. It mostly covers vehicles, missiles, boats, jets etc.
Basically these things can have a long lead time and a lot of what Russia has left in arms exports stats are fulfilling contracts that were made years or even over a decade or so.
Russia mainly only has India left as a big customer and they are mostly just filling out orders they already placed.
One of Russia’s biggest strength before the war was air defence. Their showing during this three day special military operation has destroyed much of their reputation there.
They had all these fancy next generation projects of tanks and planes that would be super cool, but needed foreign buyers to turn into real things and the war made them switch to more practical last generation versions. This means not only have they given up on next generation stuff, but they also lost the ability to catch up with the generation that comes after that. They have lost that market forever.
Meanwhile the US is the only major super power left and currently everyone is rearming and spending on military like it is 1910, they should be making money hand over fist.
Unfortunately this also happens at a time when the Us is increasingly seen as an unreliable partner. So former allies are increasingly looking to roll their own and be happy with a more expensive and less capable product that they actually fully control. This takes time and as seen with the Franco-German jet, doesn’t always work.
Also the US is mostly just exporting aerospace stuff. They can’t export anything naval, because they can’t actually build ships. Like that episode with the Australian submarines.
Chances are that over the next decade or two the amount of US arms exports drops off quite a lot even if it now looks like it is rising.
The outcome will be interesting to see, but we will have to be patient to see what happens in 2040 or beyond.

I just hope this is a warning sign for China to really think an invasion of Taiwan through.

I’m honestly surprised USA has maintained it’s position with Trump making them an unreliable partner. I guess long term contracts and the effect of Russia’s decline maintains the percentage.
I think that rest of the world figure is going to increase quickly on the next few years.
