This shouldn’t surprise anyone who’s followed the Aliyev government’s record. Reports of torture, arbitrary detention, forced confessions, and abuse of political prisoners have existed for years. If the evidence supports this classification, it deserves to be acknowledged.
Azerbaijan should have been classified as such right after the restoration of Heydar Aliev. H. Aliev’s regime liberally used torture and assassinations to stifle the political opposition.
