This is definitively the flag of a fan group of the male DFB national team. Propably „..okeler Block“ or something like that.
Those are German tourists. There is 90% chance it is just a beach towel marking a reserved spot.

The blue one next to it could be for the Karlsruher Sport-Club (official soccer team of the city of Karlsruhe, KSC).
The colors (blue and white) are correct but the font is off.
Could be something like „Bökeler Block“ fanflag. The old stadium in Mönchengladbach was named „Bökelbergstadion“, so their fangroup could be an hommage to the old stadium and they are fans from the german team „Borussia Mönchengladbach“
