The key safeguard is that much like the Defense and other MInistries it will be hobbled by annual changes of leadership, regular scandals, and gross incompetence in regard to formatting long-term strategy. In other words, if they intend to conduct mass-public surveillance they’ll probably screw it up and get caught attempting it. They’ll also have major constitutional (Article 21) and legislative (Act on the Protection of Personal Information) hurdles to overcome. The bigger danger is that they’ll open inroads into Japan for people who are better at doing such things like Peter Thiel and Larry Ellison.

      The USA can’t explain why it needs a CIA, why would Japan need one?

    3. CIA doesn’t spy domestically; domestic investigations are conducted by the FBI.

      And why is it bad idea for Japan to have an intelligence agency? Japan is located next door to hostile nations with atomic weapons – I think it’d be stupid not to have an intelligence agency.
