Unless Russia kindly provides a database of their soldiers and mercs, this would probably be limited to Russian/merc POWs that Ukraine had catalogued.

It’s crazy this doesn’t already exist. We are pretty much at war with Russia. German troops didn’t go on holiday to Britain during WW2.
Ban all Russians
For those who participated in military actions on the territory of Ukraine, a ban on entry into the EU and if they are caught here, they should be delivered to Ukraine.
For other Russians, a ban on entry into the EU until Russia pays fair war reparations. That’s how it should be.
