Each angle police have a usual remark stating it was not life threatening. It clearly states they are taking training from somewhere else, attacker in this instance aren’t novice. Novice will stab randomly and will succeed in taking life. In this case, it is pretty much clear that attackers are trained on these stuffs, may be they assemble somewhere,
