France, UK, Belgium, Netherlands, Western Germany and Italy were considered Western Europe for their level of economic development plus Nato and EU membership after WW2. Spain and Portugal should also be considered Western Europe but they were late members to both Nato and EU due to their autocratic regimes. So definition of Western Europe was as much economic and political as its geographic.
