That’s marszałek Józef Piłsudski, by some considered a national hero, he’s controversial because he was an authoritarian leader.

Long story short he believed every Russian souls is imbued with hatred to Poles, he won a war against them in 1921, not someone you would call a Russian sympathizer to say the least.

„Jebana swołocz“ can basically be translated to „fucking scum“ but we don’t really say that, that’s old Polish, maybe more appropriate to Piłsudski’s era. Derrogative term for Russians now is „ruski“ among others.
