In english: Tisza has proposed the first constitutional amendment, that would limit prime ministers to 8 years in office. The change applies retroactively, Viktor Orbán also would no longer be eligible to serve as Prime Minister.

A person who has already served as Prime Minister for a total of at least eight years, including any interruptions, is ineligible for election as Prime Minister. In calculating this eight-year period, service as Prime Minister beginning on or after May 2, 1990, must be taken into account“*

Limiting the term of office of the prime minister to eight years was one of Tisza’s most prominent campaign promises. The current proposal justifies this by stating that “in order to restore the rule of law, it is essential that the prime minister hold this public office only for a fixed term.” The foundation of democracy is that the exercise of public power is limited in time. In the current situation, it is justified to limit the Prime Minister’s term to eight years.”
The limitation does not apply only to the future, as the eight years, according to the text, are to be counted from the regime change in 1990. Viktor Orbán served as Hungary’s prime minister for a total of twenty years between 1998 and 2002, as well as between 2010 and 2026; thus, he will no longer be able to hold the office once the governing majority votes to approve the 16th amendment to the Fundamental Law. The restriction will take effect the day after the parliamentary vote.

It’s poor form for a headline to imply that the amendment is specifically targeting Orban rather than just introducing term limits, but it is a funny idea that they’ve got his photo with a big cross through it at the entrance.
So now one isn’t eligible for the office if they’ve served 8 years as PM. I thought they were going to say one can only be elected PM if they haven’t already been elected twice before, I don’t know which version is better but I definitely welcome the change

I was thinking between 10-15 years.
Could a PM serve 7 years in office, then resign and still be eligible for reelection? Allowing them to serve a total of 11 years. Obviously any kind of term limitation is a good thing. Im just wondering if that loophole is accounted for.

Sometimes limits on 2 terms isn’t exactly enough. Putin sure did manage to serve more by rigging constitution in the whatever way he pleased. Hopefully, Hungarians won’t ever go through something like this.
Generally a good idea anyway, I think 16 years of Merkel was damaging for Germany.
