It’s a parasite which feeds on the trees, and it produces this sort of webby thing where it resides. It’s harmless to humans, but very bad to specific trees.

Source: my father is a plant pathologist and has been biologically fighting this parasite for a few years now.

Looks like a tangled fishing net to me
