Just paying them more sounds like a simple solution like pay more train drivers, need to pay more combini staff, need pay more waiters, need pay more [insert job]. Runaway costs for everything and everyone.
Adachi trains and buses are full loaded all the time. They can afford to pay more and simple refuse. They want to treat you like cattle and use less buses because it makes them more money.
Some japanese customers are indeed quite obnoxious when a „service“ is not working.
Anyway, the population is decreasing… so less bus driver will be needed in the near future..
People in Tokyo never have any need to get a driving license, and those who want as a hobby, need to be rich as driving schools are insanely expensive.
