Shinjuku Ward war unter der Takaichi-Regierung Vorreiter bei verfassungswidrigen Praktiken. Das System, das von Ausländern, die neu in die staatliche Krankenversicherung eintreten, verlangt, die Versicherungsprämien für ein Jahr pauschal im Voraus zu zahlen, verstößt gegen den Gleichheitsgrundsatz des Gesetzes.

      I don’t know if this is unconstitutional, but speaking from experience I would’ve appreciated this system of prepayment for NHI upon arrival.

      A lot of people just aren’t familiar with the system and the first payment helps you get into the system and familiarize yourself. And NHI isn’t much anyway (like 800 yen / month on your first year of arrival).

    2. Seems like a fine decision.

      Because your health insurance is based on the previous year’s Japanese income, this would be calculated in the basis of zero income, so it’s not that wild a sum.

      I suspect that if we get a lot of big “equality under the law” cases surrounding foreigners though, eventually it won’t be the politicians who bend, but the courts.  (Said as an American who previously believed in his country’s judicial branch.)
