Because it’s not a pool resurfacing contract. It’s a bribe. The pool guy has something on him so they’ve arranged for the guy to get a big government contract. The pool guys profit is the bribe value.
How is this even possible? I mean, someone designed the pool and had an intention by having a dark bottom. Maybe that it can reflect better.

The company had never held a federal contract before and doesn’t even mention pool painting on its website. It specializes in highway culverts and storage tanks. Trump just handed taxpayer money to a random company he knows.

The Reflecting Pool is always needing repairs (as the article notes – it’s built on marshland, so it’s never really been the most stable). In a few years, this resurfacing done by a swimming pool guy? It will be crappy and it will just be resurfaced again.
Waste of money and a total grift? Sure. But unlike the huge-ass triumphal arch or the destruction of the East Wing, this is a Trump Redecorating fiasco that has a self solving problem.

Come ON. There’s no way that painting a reflecting pool is an emergency (urgent matter of national security). Can’t anybody stop him from wrecking the people’s stuff? A lot of these issues will wind through the courts forever because of claims that it’s important for national security (still ridiculous), but painting a reflecting pool?! I do some work with government contracts. It would make my job so much easier if I could do no-bid contracts, but there’s this pesky thing called the Federal Acquisition Regulations (or FAR) that prevents me from doing so.
Either Trump & co have never heard of the rules or they just don’t care, and either way no one in Congress will do anything about it.
