Think its an exaggeration.
If you have PR and fluent Japanese its not that difficult.
Either he’s looking for something extremely particular which is fine(it takes everyone ages to find something when they have specific criteria) or there is something else thats getting in the way
He simply has no stable job, that’s why. Most landlords reject self-employed people doing random gigs.
Finding a job is much much harder as a foreignet in my experience and I don’t have any visa issues.
I’m really curious how that 7% was calculated because that sounds like a lot of homeless foreigners living in Japan to me.
7% seems a little low, but based on my own experience it is probably from 20 to 30% maximum „available“ as a foreigner.

Can also just get a rental agent to help. I know you should be able to do it yourself, but its worth the money to avoid this kind of hassle. Also curious how he is calculating the 7%.
