Per the article, CTA has a backlog of 95,000 complaints. The penalties are meaningless if there are no resources to enforce them.
We’ll see how things shake out with the „neutral, third-party dispute resolution organisation“ they’re ostensibly bringing in to address this.

Judging by the timing of this, I can’t help but feel this is to soften the blow of the eventual privatization of airports. „See guys it will be okay the corps won’t screw you“. I remain unconvinced.

This great but they also need to close the loopholes airlines use to completely ignore the APPR and basically dare you to drag them to the small claims court knowings most people won’t bother
