It won’t be. This Congress is absolutely spineless (on both sides of the isle – with a few notable outliers).
GOP members are way too scared of Trump to ever cross the isle and even Dems are scared which is the most ridiculous thing I’ve ever seen. Primary them all.

The War Powers Resolution has no enforcement mechanism, as any lawsuit would likely have to come from the Executive Branch/DOJ and would be found unconstitutional anyway.
Congress cannot pass a law that limits another branch, just as Congress couldn’t pass a law and say the Supreme Court’s decisions are only valid for 60 days.
Yes, only Congress declares war, but we haven’t been in a declared war since WW2 and we’ve been in many “wars” since then somehow.
