This is pretty standard and we all knew that this was going to happen. Scheer’s argument that committees should be based off the last election and not current parliamentary standings flat out does not respect reality of the parliamentary system.
This wouldn’t have been something many Liberal supporters would have cared for until the Conservatives started wasting time in committee with absurd testimony and talk about Andrew Lawton’s puppy.

If I’m reading it right, it means opposition will be fully neutered in all committees. That will ensure the government proposals can’t be slowed or sidetracked or “edited” by opposition parties.
Is that a correct understanding?
