It is probably futile for Ukraine to hope to use that loophole regarding the lifting of the ban on arms sales to a warring party in the event of a threat to Japan’s national security.

Japan should not be handicapped by an arms export ban with neighbors: Russia invading Ukraine, China threatening Taiwan, North Korea with nukes, South Korea becoming a global arms exporter, and US becoming less reliable.
It seemed inevitable, since Japan is developing a sixth gen fighter jet with the UK and Italy, they will need to export it.
There’s plans to build Mogami frigates for Australia and sell Abukuma ships to the Philippines already.
