Virginia’s biggest city is Virginia Beach is a fairly conservative place but it’s that way because they incorporated to avoid annexation from Norfolk back in the 1960s.
Meanwhile Fairfax county is “suburban” but denser than Virginia Beach and had a higher share of Harris voters.
