Botulism
Not necessary, could be also a lack of oxygen. It is very common in public park. Without testing the water, you can’t see much.

Lack of oxygen is often the problem. Does it have a fountain? (It is needed not only for the optical fun part, but also to make sure there is enough oxygen in the water). Could be disease too. But usually it’s that.
Maybe cyanobacteria bloom? That can happen in standing waters that has been eutrophicated.
Damn that’s sad. Hope Anderlecht takes better care.
Write to the conseiller communal à l’environnement, they’ll check the water quality.
