It’s what a Red Cross nurse of doctor or some such would wear. The glowing hands must symbolically represent his fabulousness.
Under the Red Cross nurse/doctor dress theory a demon in the background does not make sense. I think it a trick of the eye.
If he was implying he was Christ I would scratch my head and wonder why there is a demon in the background.
But Trump never lies. Why he would want to protray himself as a female Red Cross nurse/doctor or some such is not something I would do. But Trump must have a brilliant reason to do so.

It got re-generated, which we can tell by the fact that there are other small changes in details.
For some reason when it was regenerated the points of the statue of liberty got added to the figure at the top, and the arms holding a torch also got duplicated and appeared on either side, which gives a creepy look. They probably saw this and wanted the extra creepiness and ambiguity just to mess with people. That’s my honest take.
