Typical Ottawa bias. The people approving these notes are typically senior-level bureaucrats in Ottawa. Most have been there for decades and have purchased their homes 25 years ago. They see increase in home prices favourably because it is favourable for them. So they will produce analysis that reinforces their perspective and find data to support it. They only notionally understand what is going on in markets that have major affordability issues. (Ottawa is the wealthiest city in Canada when looking at per capita ratio.) So we have system that largely advocates for status quo and leads with this economic lens, with a small group of social policy analysts trying to balance the perspective but largely being shut down from the decision-making process.
