Local level governance impacts people the most and does not have nearly the same degree or scrutiny and attention it deserves. The localized and small scale nature mean strong personalities can dominate and no community is immune to them. With increasing devolution of powers to FN bands, we can expect more of these stories to surface.
While not a reconciliation issues per se, there are some pain points such as charging different residents different rates based on status. This is something higher level governments need to think about and plan for ahead of time when devolving services and governance so as to avoid conflict and undermining of reconciliation.

I’m not sure that is the winning argument that they think it is. A private company saying that they were going to deny services vital to life and limb for non-payment of bills, when they’re flush with cash, is also unlikely to find a sympathetic judge.
