Azerbaijan doesn‘t host any US military base. US isn‘t using Azerbaijan‘s land or airspace to attack Iran.
Gulf states can deny it all they want. It‘s a fact US is using their bases in that region.
They don’t have military bases there; Iran isn’t attacked from those countries.

Azerbaijan doesn’t host any American assets and Iran has a not insignificant Azeri minority it most certainly does not wish to piss off.
