Wow imagine, who isn’t aware that we had to liberate cities from major powers
Basically it was Montenegro forever, from kingdom of Doclea times. Just, for extended period of time some territories were occupied by others. This does not mean that nationality, culturally and in all other ways those occupied territories were not connected with free Montenegrin parts.
