This is true for like any state that has curvy borders. And not sure what the landlocked part has to do with it.
Wait is the point of this post that I can be in Arkansas, start moving exactly south and eventually arrive in any of its neighbouring states depending on where I start?
I want to say, with how the Columbia River flows, it makes this true for Oregon. There are several places where the river is curvy and Oregon is north of a *small* piece of Washington (albeit you would need to cross the river).

I can’t locate a single road that would allow me to drive south or even in a vaguely southerly direction from Arkansas to Missouri or Oklahoma. Boating south across the Mississippi River seems to be the only way, or by foot.
