Russia thought their baltic oil terminals were „off limits“ due to possible oil spills (*which would affect Finnland and other baltic states*). AFU attacked the oil storage and distribution facilities instead, effectively stopping loading operations.

The resulting damage is both with infrastructure and loss of revenue from oil sales.
