      When the foreign interference reports came out, virtually all of the accountability and reform oxygen was used up fighting about* the witting or* unwittingness of a handful of parliamentarians, and it prevented the public from understanding what these reports were actually saying. We don’t have traitors in parliament and we don’t have electoral fraud during actual elections, what we have is no oversight of political parties or provincial elections or parties or municipal elections, which gives foreign states the ability and incentives to interfere in those processes. If you are an MP and you say something critical of a foreign state, nomination contest candidates who criticized China for the Uyhur genocide or takeover of Hong Kong or something in their past were targeted by the Chinese government by use threats and coercion to get community groups to support a different candidate in your riding within the same party. The same is true for leadership races: leaders who are critical of foreign states get interfered against, like the 3rd special NSICOP report talks about China interfering agains Erin O’Toole’s leadership bid. This interference in party processes is only half of the coin though, the other side is the real human victims of transnational repression that are being threatened and coerced at the whims of foreign states.

      These are really hard problems to tackle: parties don’t want electoral oversight or a standarization of their rules, they want to be able to engage freely with any community group and not have to be thinking about foreign interference. Elections Canada does not have the mandate or the resources to deal with this, and they said clearly in the commission proceedings that they don’t know how they would do oversight of parties. CSIS lacks a declassification regime and ways to effectively share intelligence with police, and police lack the training and understanding to gather evidence and lay prosecutions. The SITE task force that looks at these types of issues and can sound the warning only happens during the writ period, which means that all of the party process interference has already happened by the time the investigatory taskforce built to look for it is even set up.

      All of this to say that transnational repression and intimidation and coercion of Canadian citizens by foreign states is a very real problem, and it is hard to solve. Currently, the government is scrambling to tackle this stuff and commissioner Marie Josee Hogue is now in justice as deputy minister and deputy AG and my hope is that she will try to tackle these challenges as well as the disinformation-type foreign influence activities that are so powerful in the modern information environment.

      The UK just looked at this in their Rycroft Review and they are building a centre of police excellence for foreign interference, a way to train police and justice officials to be able to investigate and prosecute these offenses. They also have a standardized declassification scheme that allows for their intelligence agencies to share this information across governments and with police. Our National Counter Foreign Interference Coordinator Role is now working in civil society and reaching out to community groups to try to tackle this, but without being able to share intelligence and conduct police investigations we will have a hard time getting foreign governments to stop this stuff.

      Trolls and bots ( from everywhere) harass me endlessly on Reddit. I report and screen shot but it never ends . It reminds me of the endless scam calls designed to overwhelm our society.
      Everyone needs to be verified otherwise you shouldn’t be aloud to participate on social media and communications.
