Wenn ich also einen langfristigen Minijob-Vertrag (z. B. für ein Jahr) habe, der 538 EUR/Monat zahlt, gilt das als "regelmäßiges Einkommen über 505 EUR"?

The second sentence makes an exception from the first sentence for mini jobs.
A mini-job is considered separately. So you can indeed earn a bit more with a midijob and still be covered. Regular income would be also other types of income besides work.
Note: Above the minijob, we are in the midijob range, which is from a social security payment perspective also not bad, as in the beginning most is covered by the employer and that shifts slowly until you reach 50/50 at the end of the midijob range.
