Neue Fußgängerbrücke in Baku im Bau

I wish for a bridge between Bayil and 8KM

Azeris are going to downvote me but this looks very strange. First, what is the point of this? It looks very pedestrinian unfriendly. Instead of making a pedestrian road why make a bridge like this where people will have to climb up, walk and then climb down.
