You would, if the ICE is on time. Offenburg station is not very big, and you would easily make it from platform 1 to platform 4. However, ICE through Frankfurt are frequently not on time.

Only have to switch 3 platforms over. Not familiar with this station but usually not a problem. I managed to twitch 4 platforms in under 5 so all good.

Is the second a RE/RB train? If yes, doesn’t really matter, you can grab any non-long distance train that cover that route

If the train is on time, it’s fine. If there is a delay, it could be a problem. You can increase the time between trains in the DB App if you want to plan better. Or you can just take the next train if you miss your connection.

I’ve spent a night in Offenburg due to delayed trains. Didn’t make my transfer but my transfer was also cancelled. Nice little town though.
