  1. Bulgaria used to be subjugated to the Ottoman Empire, there were a lot of Turks everywhere.

  2. In the Ottoman Empire the Sharia Law forbade non-muslims from fighting in Muslim subject’s armies, however the northern border was predominantly settled by Christians. This presented a problem as most armies at the time were comprised of local levies; the Professional army was small, stretched thin and it could take them months to regroup into an effective fighting force in the event of a large scale war – and in that time an entire region could be overrun.

    The Ottomans handled this problem in two ways:

    1. They created the buffer states of Wallachia and Moldavia. Those acted as Christian vassal subjects to the Sultan who could field a large local army to hold back an Austrian or Russian attack long enough for the Ottomans to organize a sizeable fighting force.
    2. They settled large Muslim populations in strategic areas, mostly in Bosnia and in Bulgaria. Judging by the map we can tell that the Ottomans were concerned about the Russian threat.

    The current Bulgarian territory used to be part of the Ottoman empire and Bulgaria gained independence of the Ottomans way before Turkey gained independence from the Ottomans.

    In other words, when Turks settled in Bulgaria there was no Turkey, when Bulgaria gained independence still there was no Turkey. So it is a result of the age of empires, not modern times therefore its irrelevant to the Turkish borders.

    First there were turks everywhere in Bulgaria, secondly many moved from Bulgaria to Turkey over the years after the liberation, then many were deported or voluntary left during the communist era, some were forced to move to the north, and lastly there isn’t much going on in that area these days.
