Any group that has political aims with some amount of nationalism mixed in has the potential to be violent and subversive. As long as the surveillance doesn’t encroach into harassment and cooked up prosecutions, I think all groups with any form of nationalist goals should be surveilled. One would be right to criticize the RCMP and CSIS if they never kept an eye on white nationalist or islamist groups even if their activities are legal and non-violent. Sure, if the surveillance tells you that there is no reason to continue the surveillance, these agencies should reallocate resources.

Great. So when are you going to apologize?

You are the Prime Minister. The RCMP is under your remit as the head of the executive branch. As such, if you feel an apology is warranted, then you are the best person to actually give it. So rather than say there *should* be, just *give it.*
