      Better than previous but they could have taken a little longer and raked the grass of the bits.

      What do you mean? You found an illegal dump site and reported it and it was cleaned up?

      something like this probably wouldn’t have happened at all if there had been a robust public refuse service. privatization of refuse collection has led to increased dumping everywhere it has been introduced. and in cases like this it ends up the responsibility of the public sector to clean up anyway.
