In the US it’s called a slush fund.
They used 83,263 Yen over the course of 14 years, which works out to about 5,000 Yen a year. Literally just a few lost coins that nobody cared enough about to claim.
Its ridiculous that something as trivial as this is the cause of nationwide headlines. The bloody press conference they had to apologize for it probably cost the taxpayers more than the entire amount in question.
Theft is theft, regardless of the amount.
