  2. The fact that he was able to receive a ballot doesn’t even prove what he was setting out to prove and he would have been caught had he actually filled out, signed and returned the ballot.

    This is a fair verdict. If you let people commit fraud just because they claim they are „testing the system,“ then the system actually would fall apart. You can“t impersonate the Speaker of the House to get a ballot and expect the court to just give you a high-five for it…
