Mohammad Bagher Ghalibaf is a IRGC general himself, so he’s likely aligned with IRGC and can negotiate on their behalf.

The lower ranking government people in Iran are often even more evil, like Putin for KGB. I don’t know his history, but his former work areas should make you worry.
Such people work for the police or secret service and there they torture and rape prisoners, steal belongings and houses, force people to disavow their family on camera and share it on state media, set up secret cameras in rooms, listen to phone calls, mock and get people fired leaving them jobless, kidnap people, walk into any house they please with universal court orders, execute people for having sex outside marriage. These people got their hands dirty. They are bullies and get anyone who speak out imprisoned or killed. They work like a gang. They even have the power to cancel court verdicts if they get something in return. The legal system is a joke in Iran it’s set up in a way that gives the secret service a free hand in punishing anyone they want and it always starts with a stern talking to commanding them to do something. If they don’t their life will become a living hell.
You don’t need to like or hate Iran to know that the people who control the streets are brutal psychopaths. And the second layer in the leadership will often come from this environment. Brutal individuals who don’t fear the position.

A problem here: The U.S. and Israel have been assassinating any Iranian leaders and politicians of prominence they we and/or the Israeli’s don’t like. Anyone we consider to be involved in hostilities or threatening adverse action. We have seen this in the past: „Black Hawk Down“ history:
>the event, known as the Abdi House raid, occurred on July 12, 1993, months before the infamous Battle of Mogadishu…U.S. Cobra helicopters targeted a house owned by a high-ranking member of the Somali National Alliance (SNA)….the U.S. said it was a „war council“….
>witnesses and reports indicated the gathering included clan elders….and religious leaders discussing a…resolution to the conflict with the U.N. American helicopters launched TOW missiles…into the building without warning. The…Red Cross reported 54 people killed.
Why should this hardliner think he will *not* be targeted? Wouldn’t be surprised to see the Iranians continuing to fight out of anger or spite or demand reparations from the U.S. and Israel to open the Gulf.
