      Dude seems like he’s going through stuff.  I can’t get a read on the context of this video. It almost seems like he called the police because someone has been stalking or “targeting him”, then he gets emotional and frustrated about the lack of action screaming “I have a 3 year old” and “I don’t trust any of you” and “this is why I never call you!”
