There needs to be some clarification here, when someone says: „Bob was fined“ that pretty much means Bob paid or went to prison.
When they write in the article: „4chan was fined“, that means this UK Office sent 4chan an email saying: „Grr, please pay now“ and 4chan ignored them with zero consequences.

Ofcom is currently threatening a Canadian forum that exists to help people with depression. Ofcom claims that geoblocking blocking the UK is „insufficient“:
