Das ist absolut verrückt, ich bewerbe mich für einen Master und habe einen Bachelor-Abschluss, warum sollten sie das brauchen???
Wenn jemand ein internationaler Student ist, der nach seinem Bachelor-Abschluss dorthin gegangen ist, lassen Sie es mich bitte wissen.

Usually no. Give the dates but only hand in high school diploma.
If they ask for it it’s required. Prepare to be asked for your high school diploma or school reports dating further back for some jobs as well, even if you have a Masters and several years of work experience.
The purpose is to make it harder for people to fake certificates. Being a student makes you eligible for some financial support which is quite an incentive for people to try and pretend they are eligible.
It’s way harder to fake four certificates than just one.
