There are many places without trees at all, that should have higher priority than replacing trees in the centre of the city. When replacing is necessary, new trees should be added in between old trees, and old ones should be removed only when new ones will grow large enough.
Looks like Begoyan is involved in some elaborate corrupt scheme, cutting good trees, and planting saplings for unreasonably high prices. But the way their scheme reduces green leaf mass of Yerevan, is way more harmful than the appropriation of state funds, which is large too.
