      TLDR:
According to a draft treaty from the early days of the full-scale invasion of Ukraine in 2022, Russia’s conditions extended far beyond military neutrality. The Kremlin demanded that Ukraine reduce its armed forces to a mere 50,000 troops—five times smaller than its pre-2022 military—and accept a strict ban on developing or deploying missile systems with a range over 250 kilometers.

They now know that it isn’t even feasible in a fantasy novel.

    2. How about Russia dismantle entire nuclear stockpile and melt down all of its weapons first.

So nothing is clear what exactly has changed. But, it could be that kremlins are preparing for spring-summer offensive and trying to raise their bids. It doesn’t feel like they are ready to soften their position. However, if what we hear today about ruzzi losing positions in the south of Ukraine and that success can be significantly developed, then their negotiation positions could be weaker. We don’t know anything yet.

    4. Asked to specify the nature of the changed reality, Peskov protested that „Ukraine has insisted on effectively defending its territory“ noting this continued „despite our very clear instructions to stop doing that.“ /s

This is a nothing burger until they actually announce new demands. He’s just said they’re not pursuing Istanbul demands but not whether they’re after more, or less.
